Some cats think they are covering it up but they are just moving litter around, particularly if the litter is fresh. They like to play with it. If your box is regularly cleaned and the cat doesn't have old poo lumps, generally most cats will do the cat cover it up thing. If your box is lumpy with old poo, the cat probably wants to get out of there fast as possible. Male cats tend to not cover their poo. It's like a cat version of leaving the lid up. The girls are more tidy.
