Marvel explored this in the Marvel Universe series and reduced Quicksilver’s abilities to a point where his speed would be somewhat “realistic” (around 175 miles per hour). They also gave him mutant adaptions which made it possible for him to run and that speed including dense skin, viscous tears and saliva and the ability to prevent his muscles from easily generating wastes for several hours or longer at full extortion.
